📖 Exam Preparation Notes
Overview
Department of Financial Services (Ministry of Finance) has issued a vacancy circular (dated 1 October 2026) inviting applications for the posts of Chairperson, Debts Recovery Appellate Tribunals (DRATs) — specifically for DRAT Allahabad and DRAT Kolkata — and for any unforeseen vacancy(s) arising up to 31.12.2026. Appointment will be made by selection through the Search‑Cum‑Selection Committee constituted under the Tribunal Reforms Act.
Eligibility (as per the official notification)
As per Rule 3(9) of the Tribunal (Conditions of Service) Rules, 2021 (as cited in the notification), a candidate must either: (i) be, or have been, a Judge of a High Court; or (ii) have been a member of the Indian Legal Service with ten years’ litigation experience and have held the post of Additional Secretary or equivalent or higher; or (iii) have served as Presiding Officer of a Debts Recovery Tribunal for three years. The notification also notes (Amendment Rules) that former/current Tribunal Chairpersons/Members are eligible for re‑appointment and that a serving Judge or serving organised‑service member must resign or take voluntary retirement from the parent service before joining the Tribunal.
Preparation Strategy
- Prepare a concise (≤200 words) write‑up on adjudicating and administrative experience as required in Annexure‑I (use concrete examples and numbers where possible).
- Assemble attested CR/APARs for at least 2021‑22 to 2025‑26 (or matching earlier records with No Report Certificate) and get them attested by a Group A officer as stated in the notification (Annexure references).
- Obtain cadre clearance, vigilance/integrity certificate and the employer’s forwarding certificate (Annexure‑II/III) early; ensure any penalties or disciplinary records are documented truthfully.
- Collect documentary proof of the eligibility route you claim (High Court judge tenure; ILS tenure + post; or DRT Presiding Officer tenure) and send the original filled proforma through proper channel so it reaches the Department before the closing date.
